Bazhou Sewage Treatment Plant covers 60 mu. It can treat 40000 tons of sewage each day. Construction of a 80000-ton-per-day sewage treatment plant, reconstruction of the old drainage pipeline and construction of sewage pump house are extant.
Main construction contents
1. Four reaction pools, thick check railings and a intake pump house, thin check railings and a whirling silt-depositing pool, a sludge thickening hydroextractor house and a shed for piling up mud, a mud-storing pool and an office building.
2. 3.83 kilometres of drainage pipeline will be rebuilt and 5.51 kilometres of drainage pipeline will be newly built.
3. A sewage high lift pump house will be built in East Zone.
II. Estimates and source of funds
The total amount of the investment is RMB72560000, including RMB22560000 of financial allocation, and RMB50000000 of bank loan converted into US$6329100 according to present exchange rate.
The construction period of the project is about two years.
III. Market analysis and construction necessity
Directly draining urban sewage will worsen the water of canals and ditches in the city, and destroy the appearance of the city. With the development of economy and expansion of urban scale, there is more and more sewage. The sewage seeps into the ground, pollutes the groundwater, increases chances for flies and mosquitoes to spread diseases, and threatens the health of the residents around. To improve the environment and protect groundwater, harnessing urban sewage is extremely urgent. So the project of building the sewage treatment plant is imperative.
IV. Construction condition
According to Bazhou’s overall plan, topography and arrangement of sewage pipeline, the sewage treatment plant is planned to be built southeast to Bazhou City, west to Nanhao Village of Kangxianzhuang Town, 50 meters east to Mangniu River. This area is near to the city proper and Jinbao Highway. There is an antiseepage ditch on the east bank of Mangniu River, and the sewage pipeline and the traffic are convenient. The treated water is easy to irrigate.
V. Benefit analysis
The cost of sewage treatment is 0.24 yuan per ton. After treatment, the water is 1.03 yuan per ton. 14600000 tons of treated water can be sold and RMB8906000 can be gained each year. So we can recoup capital outlay in about 10 years, construction period included.
VI. Present condition of our company
Bazhou Urban Construction & Development Co. Ltd., directly under Bazhou Construction Bureau, is a joint-stock company, which was set up on June 10, 2002. It mainly develops and constructs municipal works and basic installations, rebuilds the old city proper and develops and constructs both sides of newly-built roads. Its fixed assets is RMB30570000. In 2002, we successfully developed Fengzelu Business Street. In 2003, we developed and constructed Huatai Trade Building. In 2004, we invested RMB72600000 to rebuild Yijin Road. Now we are planning a project of an underground weak-electricity pipeline net.
VII. Cooperation style
Joint funds, cooperation, monopoly and BT are acceptable. On the occasion we can make use of the funds from World’s Bank, Bank of Asia and foreign investment. We can hold further talks if necessary.
